SUPER TOURING CAR Race Series

TECHNICAL REGULATIONS

2010 – 2011

PREAMBLE

The STC Race Series caters for series production based saloon, touring, grand touring and road going sports cars of steel monocoque construction that have been modified for improved performance. The rules allow a reasonable freedom of modification that encourages kiwi ingenuity. STC is aimed at the widest possible variety of cars and permit a level of modification that makes the field very appealing to spectators.

The series accommodates for cars of different levels of modification via a time bracket system that is based on performance which negates the need for regulations designed to create artificial parity.

1.0 GENERAL INFORMATION RELATIVE TO THIS SCHEDULE

1.1 This Schedule shall be read in its entirety and shall take precedence over Appendix-2 Schedule A of the ‘National Sporting Code’ excepting where an item is not specifically covered within Schedule STC, in which case Appendix 2 Schedule A will apply.

1.2 All text changes from the previous issue of this Schedule are highlighted such. Text changes for grammatical and/or formatting reasons are not highlighted.

1.3 All cars competing in Events to which these regulations apply shall have a valid MotorSport NZ logbook.

1.4 TECHNICAL ELIGIBILITY AND SAFETY EQUIPMENT ENQUIRY: Where any doubt may exist in understanding any regulation contained within this Schedule it will be understood that it is the competitors obligation to enquire as to the correct interpretation. All technical eligibility enquiries shall be submitted in writing to:

(1) The Series Technical Officer, as detailed in the Sporting Regulations.

**All enquiries should detail the article in question and the specific subject matter.

**A written reply will always be given to a written enquiry.

**On matters of technical eligibility, a verbal statement will have no validity.

2.0 DEFINITIONS

2.1 Definition of terms used within this Schedule shall be referenced from the National Sporting Code, Appendix Two Schedule A, and as detailed below:

**‘Airdammeans a device fitted to front of vehicle to reduce airflow under vehicle.

**‘Canardsmean small ‘winglets’ fitted to each side of the vehicle in front of the front wheels and/or behind the rear wheels that effect the airflow around the vehicle.

**‘Lightweightmeans a replacement item constructed of materials that are lighter than the Original or the original component, which has had material, removed.

**‘Original’ means the factory fitted part for that make, model and year.

**‘Splittersmeans a sheet of material or device placed under the front of the vehicle approximately parallel to the ground, forward of the front axle centerline, that affects the characteristics of the airflow entering the underside of the vehicle.

***Undertrays means a sheet of material or device placed under the vehicle between the axel centrelines that effects the airflow under the vehicle.

***Diffuser means a sheet of material or device placed under the vehicle behind the rear axel centerline that effects the airflow under the vehicle.

3 ELIGIBLE VEHICLES

3.1 Vehicles eligible to compete in this series shall be Series Production vehicles of a Saloon or GT type or Sports Car type of steel monocoque construction.

3.2 All vehicles must have Original provision for two or more seats.

3.3 Open wheel vehicles, kit cars or sports racing cars are not permitted.

3.4 Vehicles using Space Frame Construction are not permitted.

3.5 Mid or rear engine cars with more than six cylinders are not permitted.

3.6 Vehicles are categorised into the following Time Bracket classes as detailed in the Sporting Regulations:

3.7 All changes to the car are limited to those specifically allowed in these regulations.

4.0 SAFETY EQUIPMENT REQUIREMENTS

4.1 The following safety equipment shall be fitted to the competing car:

4.1.1 A safety cage shall be installed, in full compliance with Schedule A requirements.

4.1.2 A competition seat, a safety harness, and a fire extinguisher shall be installed, in full compliance with Schedule A.

5.0 BODYSHELL, VEHICLE EXTERIOR and SUB-FRAMES

5.1 Bodyshell exterior must be neat and finished.

5.2 Airdams may be fitted. Front guards, rear guard skins, front nose cones (front bumper), rear bumper, bonnets, rear hatches/boot lids, &/or doors may be replaced with items of light weight construction.

5.3 Head lights may be replaced with air intakes.

5.4 Monocoque body shell free subject to the following conditions:

5.4a The bodyshell between the original front and rear shock/spring mounting points must remain as a full monocoque construction. If the rollcage & any other added braces were to be hypothetically removed from the car then the vehicle must still be of rigid enough construction not to deform if driven at race speed.

5.4b Engine mounting. The engine fitted shall be in the same orientation and approximate positioning as the original (front engine shall remain front engine etc), In the case of front engine vehicles the engines bell housing mounting surface shall be forward of lower edge of the front windscreen, except for engines mounted in their original positions.

5.4c Alterations to the firewall &/or transmission tunnel for the repositioning of the engine or fitment of an alternative engine &/or gearbox must be completed in fully welded sheet steel construction.

5.4d Alterations to the floor pan are limited to the repositioning &/or fitment of alternative drivetrain components &/or the repositioning of the exhaust system &/or fitment of drivers seat &/or fitment of the fuel tank and must be completed in fully welded sheet steel construction.

5.4e The total overall body width measured from the original guard outer most points is not to be increased by more than 150mm.

5.4f Suspension pickup points must remain within 50mm of their Original location except for the exceptions listed under 12.3.

5.5 Front &/or rear subframes may be replaced by items of space frame construction provided the monocoque construction and function of the body shell the original items were attached to remains and the suspension pickup points are not moved by more than 50mm form their original location (except for the exceptions listed under 12.3).

5.6 Wings, splitters, canards, diffusers &/or undertrays may be fitted in compliance with schedule A.

5.7 Lightweight replicas may replace side &/or rear windows. Glass front screens should be used wherever practical. Lightweight front screens should only be used where there is no practical alternative.

6.0 VEHICLE INTERIOR

6.1 The original dash assembly may be removed provided it is replaced with an item that emulates the original and covers the same surface area in plan view as the original.

6.2 All interior trim and seats, window winding mechanisms, heater, fresh air ventilation, air-conditioning and accessories, mirror/s, gauges, switches, bonnet, boot and door latches may be removed or replaced.

6.3 The centre line of the driver’s seat position must be offset from the centre line of the vehicle by a minimum of 250mm.

7.0 ENGINE SPECIFICATIONS

7.1 Engine including internals, induction, exhaust, Ignition, ECU, cooling, lubrication, engine ancillaries and engine mounts free (in compliance with Schedule A) subject to articles 7.2 to 7.6 inclusive.

7.2 Any eligible engine may be fitted into any eligible bodyshell provided the engine used has the same number of cylinders (or less) as originally fitted to the bodyshell (Two rotor Mazda Rotary engines are deemed to be 4 cylinder engines for this purpose of this article).

7.3 Post 1978 vehicles that originally had Rotary engines fitted may use Rotary engines with more than two rotors.

7.4 In line Six cylinder piston engines may be fitted to a four cylinder shell provided the engine is produced by the same manufacturer as the bodyshell, the firewall is not modified, and the installation is achieved using the engine mounts and crossmembers/subframes that are original to the vehicle used or the vehicle of the engine used.

7.5 Maximum swept capacity for naturally aspirated engines is 6000cc.

7.6 Maximum swept capacity for forced induction engines is 3600cc.

8.0 FUEL

8.1 The only fuels listed under schedule-A that may be used are 91, 95, 98 or E10.

9.0 FUEL SYSTEM

9.1 Free, in compliance with Schedule A.

10.0 TRANSMISSION and DRIVE TRAIN

10.1 Including clutch, gearbox, differential/s, drive-shaft/s, drive-joints, and mounts are free subject to 10.2 and 10.3.

10.2 Four-wheel drive is permitted on factory four-wheel drive cars only, however 4WD cars may be made 2WD.

10.3 Front wheel drive cars must remain front drive only.

11.0 ELECTRICAL SYSTEM

11.1 Components, accessories and wiring free, in compliance with Schedule A, except that original tail and stop lamp assemblies must remain in working condition.

12.0 SUSPENSION

12.1 Springs, platforms, uprights and/or struts, dampers, links, bushes, joints, anti-sway bars, anti-sway bar links/mounts/bushes are free subject to 12.2 and 12.3.

12.2 Original type must be retained (McPherson strut to remain McPherson strut, wish bone to remain wish bone etc).

12.3 All suspension link/arm body mounts must remain within 50mm of the originals except for the following;

12.3a The front steering rack mount position is free and/or vehicles with steering boxes may be converted to rack & pinion steering.

12.3b Front and rear anti-sway bar mounts are free.

12.3c In the case of live rear axel vehicles the rear live axels locating links body mounts are free.

12.3d Spring &/or shock mounts may be moved more than 50mm provided the spring & shock remain in an upright position.

13.0 BRAKING SYSTEM

13.1 Free, in compliance with Schedule A, except that brake rotors must be of ferrous material.

14.0 STEERING

14.1 Free, in compliance with Schedule A.

15.0 GENERAL

15.1 Nuts, bolts, circlips, pins, springs, clips, paintwork, coolants and lubricants are free.

16.0 ROAD WHEELS

16.1 Free but limited to 254mm (10 inch) width, measured at the bead sealing surface.

17.0 TYRES

17.1 Any slick tyre from the following list may be used:

1) DUNLOP Slick compounds D11, D14, SS12, D21

2) KUMHO S700 slick

3) HOOSIER Radial slick R100 compound, Bias slick R45B compound

4) Pirelli D3

or any road tyre (also known as “DOT” tyres).

17.2 A series entrant may apply to have a slick tyre of similar specification to those listed added to the list (homologated), however this application to the series technical officer must be received at least one week prior to a round and is subject to approval of the organising committee. The organising committee reserves the right to accept or decline any application.

17.3 When the announcement as detailed in Appendix 4, Schedule Z, Article 10.10 of the current New Zealand MotorSport Manual is made by the Clerk of the Course any treaded tyres compliant with Appendix 2, Schedule A, may be fitted

SPORTING REGULATIONS GOVERNING THE

2010/11 Super Touring Car Race Series

 

Preamble

The NZ Super Touring Car Register hereby declares that the following Articles to be those governing a Motor Racing Series for drivers of STC eligible cars.

 

The Series is organised and held in accordance with the MotorSport NZ National Sporting Code, the Standing Regulations and any Supplementary Regulations applicable to and issued by the organisers of each round of the Series.

 

These articles are at all times to be read in conjunction with:

 

* The National Sporting Code (NSC) and its appropriate Appendices and Schedules,

* The Technical Regulations – Part-2 of these regulations

* The Event Supplementary Regulations issued by the inviting Clubs.

 

 

1. INTERPRETATION:

In these Articles, the definition of terms used within this Schedule shall be referenced from the National Sporting Code, and as detailed below:

 

The Series’’ means the Super Touring Car Race Series for cars complying with Schedule STC; and

 

The Register” means the NZ Super Touring Car Register; and

 

Round Organiser” or “Inviting Club” means the MotorSport NZ member Club organising a Meeting and/or Event which is a round of the Series; and

 

National Sporting Code” or “NSC” means the National Sporting Code issued by MotorSport NZ from time to time; and

 

Round” means each Meeting and / or Event the results of which qualify for points in the Series.

 

2. OBJECTS:

3. ELIGIBILITY:

3.1 All drivers shall hold a National Race Grade Competition Licence or higher and if the entrant is other than the driver, an Entrant’s Licence is required in the name of the entrant.

 

3.2 Eligibility shall be for vehicles complying with the specifications set out in the Technical Regulations as detailed in Part Two of these Articles.

 

3.3 All entrants and drivers shall agree to submit their vehicle to eligibility scrutineering when required by the appointed Series Technical Officers for compliance to the Technical Regulations as detailed in Part Two of these Articles.

 

3.4 Official Series Seals may be applied by the Series Scrutineer to components and/or assemblies of components in compliance with Appendix Two, Schedule A, Article 3.7.

 

3.5 Classes: There are four Time Bracket classes as follows:

o Ruapuna: 1’30.872 and under

o Levels: 1’06.650 and under

o Teretonga: 1’03.656 and under

 

STC-B

o Ruapuna: 1’30.873 – 1’33.945

o Levels: 1’06.651 – 1’08.904

o Teretonga: 1’03.657 – 1’05.809

 

STC-C

o Ruapuna: 1’33.946 – 1’37.018

o Levels: 1’08.905 – 1’11.158

o Teretonga: 1’05.810 – 1’07.961

 

STC-D

o Ruapuna: 1’37.019 and over

o Levels: 1’11.159 and over

o Teretonga: 1’07.962 and over

 

 

 

3.6 All drivers and entrants shall be financial members of the STC Register or MotorSport NZ affiliated Club.

Note: Drivers who are not current members of The Register shall not be eligible for Series points, awards or prizes.

 

 

4 SERIES STRUCTURE:

The Organiser reserves the right to either cancel or amend any Rounds of the Series due to force majeure without affecting in any way its power to award any title.

(a) Deal with all administrative matters including receiving all Round entries.

(b) Record and publish all Series points schedules.

(c) Liaise with Inviting Clubs on all matters pertaining to these articles.

(d) Ensure correct placement of decals on vehicles contesting the series.

Is responsible for and authorised on The Register’s behalf to:

 

(a) Deal with all technical matters pertaining to the series.

(b) Affix seals, as and when deemed appropriate, and

(c) Inspect any competing vehicle within the Series in order to ascertain compliance with the technical regulations, and

(d) Assist competitors with technical inquiries relative to the technical regulations

applicable to their vehicle, and

(e) To report, to the Series Coordinator, any instances where a breach of the technical regulations has been proven.

(f) To advise and/or assist the Series Coordinator in imposing any applicable penalties as authorised within these articles.

Who is responsible for and authorised on The Register’s behalf to manage all publicity of the Series and to act as host of the Series Sponsors guests at each Round.

 

In entering the Series each driver agrees to comply with all reasonable requests of the Series Publicity Officer as to meeting any guests and Series Sponsors.

 

 

5.2 All correspondence shall be addressed to the Series Coordinator, who is authorised by The Register to carry out all the necessary administrative duties for the Series.

 

 

6 SERIES ENTRY:

6.1 Entry into the Series shall be made on the Series Entry Form as provided with these Articles and submitted to the Series Secretary for acceptance. By entering the Series all Competitors/Entrants agree to comply with these Articles and those of the National Sporting Code.

 

6.2 Entry to each Round of the Series (which is separate to the Series Entry) shall be made to the Event Organiser of the Round, on their official entry form and by their specified closing dates.

 

6.3 The Register will allocate competition numbers to all Competitors/Entrants of the Series. All numbers on competing vehicles shall comply with the prescriptions of Appendix Two Schedule A, Article 6.2.

 

6.4 CONDITION OF ENTRY:

6.4.1 The Competitor/Entrant, by entering the Series, is deemed to be in acceptance of these regulations as they are presented, and shall be at all times responsible for the presentation of their competing vehicle with respect to safety requirements under Schedule A, and eligibility requirements under the Technical Regulations (as detailed in PART TWO of these Articles).

 

6.4.2 The Competitor/Entrant, by entering the Series, is deemed to be in acceptance of, and will at all times comply with, any specific requirements of the official Series Sponsor, as detailed within these articles.

 

6.4.3 The Series Organiser reserves the right to accept or decline entries into the series as per NSC 21.

 

 

 

 

 

7 POINTS:

7.1 Points: Points will be allocated on each Series Race at each Round to all Drivers based on overall finishing order:

7.1.1 Points will only be allocated to current members of The Register. Drivers who are not current members of The Register are not eligible for points in the Series.

 

 

 

 

 

 

 

8 AWARDS:

 

8.1 The 2010/2011 STC Race Series Overall title shall be awarded to the Driver who has gained the highest aggregate of points throughout all races of all Rounds that constitute the Series.

 

8.2 Points from races 1, 2 & 3 will also be awarded to place getters in all time bracket classes.

 

8.2.1 The 2010/2011 STC Time Bracket Champions will be the drivers in their respective time brackets who accrue the most points after all rounds from races 1, 2 and 3 at each meeting.

 

8.2.2 The bracket a competitor commences in is nominated by the competitor prior to competing in the series.

 

8.2.3 If a competitors fastest time during an official qualifying or race is higher than the threshold of the bracket they are currently in then the competitor remains in their current bracket if this is the first occasion this has happened. However on the next official qualifying or race this occurs the competitor is reassigned to the class bracket the new time dictates. Points are then recalculated back to the start of the season as if the competitor were in the new time bracket from the point they started competing.

 

8.2.4 Article 8.2.3 will still apply if a competitor fails to finish the race.

 

8.2.5 A competitor shall stay in their time bracket even if they do not achieve the bracket times at a particular round.

 

8.2.6 Where it can be proven that an obvious gross mis-time has occurred then that time may be disregarded from the system – however the final decision rests with the series co-ordinator.

 

8.3 Awards will only be allocated to current members of The Register. Drivers who are not current members of The Register are not eligible for awards in the Series.

 

 

 

9 TELEVISION AND IN-CAR CAMERAS

9.1 Where and when applicable, the prescriptions of Appendix One, Schedule Q, Article 9 shall apply.

 

9.2 Drivers/Entrants may apply to the Series Coordinator for permission to install an in-car camera for use during the Series.

 

9.3 All in-car camera installations shall be subject to inspection and approval by the Series Scrutineer and/or Chief Scrutineer of the Meeting.

 

 

 

10 ROUND FORMAT

10.1 Testing and Practice Sessions may be available to Drivers prior to any Round of the Series and shall be subject to availability and track hire charges as set by the Inviting Club/s.

 

10.2 Qualifying Sessions for each round shall comprise of at least one session of at least twenty (20) minutes.

 

10.3 Race format: There are planned to be three races at each Round.

Note: Total race distance is limited to 23.5 km maximum for any Race

 

10.5 Starting positions shall be determined by:

 

(a) Race One: Standing Start with starting positions determined from the Qualifying times, slowest car to the rear and fastest car on pole position.

 

(b) Race Two: Standing start reverse grid. Starting positions determined by the finishing order of Race-1 (last place finisher on pole, first place finisher to rear). Competitors that DNF race 1 start at the back grid in the order that they retired with competitors that DNS race-1 to the rear of them.

 

(c) Race 3: Standing Start Handicap. A competitors grid position is determined by their fastest time from qualifying, race 1 or race 2, fastest to rear.

 

10.6 The calculation and distribution of all start grid positions is the responsibility of the Series Coordinator or their designated representative.

 

10.7 At all Rounds, the Series Coordinator in conjunction with the Clerk of the Course and/or the Stewards of the Meeting, reserve the right to shorten and/or cancel any practice/Qualifying Sessions and/or Races in the case of Force Majeure.

 

10.8 Note that if there are only two races at any Round for any reason, the Handicap race (Race Three) will not take place.

 

 

11 PARC FERME:

11.1 At the discretion of and as directed by the Series Technical Officer, at the conclusion of Qualifying sessions and/or races all competing vehicles may be required to be driven directly (and without any team personnel/crew intervention) from the track to the designated Parc Fermé, the location of which will be notified on the official notice board of the meeting.

Note: Drivers should ensure that they and all their team personnel are familiar with the Parc Fermé regulations and limitations as detailed in the National Sporting Code Article 60.

 

11.2 The Series Technical Officer may authorise entry of team personnel for the purposes of vehicle eligibility inspections.

 

 

 

 

 

 

 

 

12 DECALS

12.1 All Competitors shall ensure that their competing vehicle have specified spaces reserved for the Series Register and the Series Sponsors at all Rounds of the Series (and Series publicity photos at any time):

 

(a) Series sponsor: STC race series logo and Series Sponsor, top of front screen and also the top of rear screen or both rear side panels. One set per season is provided in the series entry fee.

 

(b) Subsidiary Sponsors: decals on each front door or front guard. One set per season will be provided in the series entry fee.

 

(c) Time Bracket class decals on the front windscreen.

 

(d) Any competitor who fails to properly display the Series sponsor &/or subsidiary sponsor decals will not be eligible for points from any of the races where these are not displayed.

 

Note: The Series Coordinator may permit variation of decal location for individual vehicles upon application.

 

12.2 Competition numbers are to be issued by the Series Secretary, while the Driver/entrant shall provide the physical competition number sets and comply with the requirements of Appendix 2, Schedule A.

 

12.3 The Driver’s name shall appear on both rear side windows (font Arial capitals, 60mm height, colour white).

 

13 TIMEKEEPING

13.1 The Round Organiser, the Inviting Club, or the host circuit shall provide timing equipment that will be deemed to be the official timing equipment for the meeting.

 

13.2 All competitors shall ensure that timing equipment is looked-after with all due care and attention whilst in their possession and that all equipment is returned as and when requested.

 

14 PENALTIES, PROTESTS and APPEALS

14.1 Penalties shall be applied in accordance with the prescribed articles of NSC Part VIII – Penalties. In addition, the Register, in conjunction with the Clerk of the Course, may impose Series points deduction penalties as listed below. These penalties shall be in addition to penalties imposed by the Clerk of the Course and / or Stewards.

 

Series points may be deducted up to a maximum of 100 points per Race depending on the infringement as determined by the Clerk of the Course and/or Stewards.

 

14.2 Any protest or appeal should be lodged in accordance with the NSC and the Competitor shall advise the Series Coordinator and the Competitor Relations Officer (where appointed for the Meeting).

 

14.3 Competitors/Entrants have the right to lodge a Protest/s in accordance with NSC Part IX – Protests.
